Thomas was born in Richland Center March 22, 1954, to Kenneth Francis and Mary Jo (Kooiman) Wolff. He grew up with five siblings on their farm in Bear Valley, where he roamed the hills and caves on the back of his pony, Misty. He later graduated from Sun Prairie High School in 1972.
